Mainly because she is the same model as Baltar's hallucination-cylon, number six. There has always been the question, is she truly an angel from heaven or something more sinister? Is she the "voice of God" or not? Shelly at first seems to try and discredit Baltar, but in the end, actually strengthens his popularity within the fleet. She seemed both good and evil. The use of Hell and God in her name could have also been a coincidence, though.

I watched this one last night. Baltar comes across as a sniveling whiny self centered man in all of these early season one episodesbut mixed in with this are moments where he is quite matter of fact and comes across as a man of purpose.

Baltar kind of worried me in those early episodes as it seemed he was dangerously close to becoming Dr. Smith, version 2.0.

Thankfully, he became far more complex and interesting as the series went on.
